Remove inline ct.css debugging functionality

Is your enhancement related to a problem? Please describe.

I am proposing we remove the inline ct.css functionality.

I have never used it in a project, but I am curious if others have used it.

If we keep it, does it need a composer/npm command or a GitHub action workflow to run it before merging? Or is this a debugging tool that is fun ad-hoc?

I asked @dainemawer before creating the block theme if it is getting used and if he would add it again today and he said no. So I'm all for removing it also 👍
