[Private DNS Zone] - Add Fall back to Internet as default behavior for Azure PaaS Private DNS Zones #961

Describe the feature end to end, including deployment scenario details under which the feature would occur.

Can we add this feature to the Azure PaaS Private DNS Zones that get deployed with ALZ.

This parameter is missing for this. "resolutionPolicy": "NxDomainRedirect"

Why is this feature important. Describe why this would be important for your organization and others. Would this impact similar orgs in the same way?

This allows for Private DNS Zone to fall back to resolve Public IP of a non Private Endpoint PaaS service or a Service in another Tenant that we don't have access to.

Can you describe any alternatives that you have taken since this feature does not exist?

Feature Implementation

Yes simply adding the parameter to the bicep files as a default and it works fine.
