Create a new buisciii-tools module to check new versions of software #427

As per the title, and as discussed during the last meetings, there should be a new buisciii-tools module that, when being executed:

  1. Checks if the current singularity images and nf-core pipelines are updated.
  2. If any of this software is not updated, the new versions of the software are downloaded.
  3. A list of all the software that was downloaded, indicating which templates would be affected by these updates, should be created, apart from a log file of the downloads, so that there is a registry of what was downloaded through time and the user knows which templates to modify manually later on.

@saramonzon I believe the log files and the lists of the downloaded software could be stored in a subfolder of pipelines called something like download_logs, what do you think?
