related to #49

specifically, HtmlUtility [src] and XmlUtility define methods that could be re-factored to StringExtensions but this can be annoying to see a bunch of extension methods hanging off string

this issue is related to a larger design goal to consider: is it useful to share the same routine via a *Utility class and an *Extensions class

this is some kind of effort to recognize two different ’coding styles’ 👀
