Describe the bug

To Reproduce
Steps to reproduce the behavior:

Go to https://suroi.io/rules/
Attempt to scroll with the mouse wheel
Look for a scroll bar on your screen

Expected behavior
There should be a scroll bar on the right side of the screen. It should scroll when I roll my mouse wheel.

Browser Trivalent (hardened fork of Chromium)
