Compliance with CFPB's Capital Framework

Initial explorations into using the Capital Framework project generator were unsuccessful.

We will need to do further exploration into integrating the Capital Framework's established Components.

I believe this will require significant effort but hopefully we will gain a complete understanding of how this can be more easily accomplished during our orientation sessions with CFPB's Design and Development team (mid-November).
