Upgrade from V8 to V9 throws an exception #11

When upgrading a site from V8 to V9 I got the following error:

@NikRimington has already advised it's this line here causing the issue:

HotChilli.Umbraco.PageNotFoundManager/src/HC.PageNotFoundManager.Core/Migrations/InitialMigration.cs
