Move Free-Form data handlers on Appendix with rest of Data Handlers

Raise by Nathan, currently the Free-form data handlers sit on their own Appendix D, even though these should be included in Appendix C : Hyrax Handlers.

Action item: Move Free-form data handlers to be inside of Appendix C)
