I've seen other Rich Presence application achieving this on Mac. Not so sure if it will work on Windows/Linux though but the Microsoft store version of the app shows the moving album art (at least when viewing the album tracklist)

or we could also try extracting it from the source (I know it is complicated but https://bendodson.com/projects/apple-music-artwork-finder/ exists.
