As part of #1894 , would like a Q & A along the lines of "How is Pelican different from other existing technologies?" (or however you'd like to phrase it).

Can draft in this issue thread or in the google doc. I'm planning to collate and edit for grammar, etc., in a single PR to the new FAQ page.
