Skills side bar is not alphabetical

As per an email from @matt-goldman, the skills side bar is not alphabetical and this makes it difficult to search for skills.

Tasks

• Please investigate and fix, i.e. make it alphabetical.

Currently the Skills side bar is sorted by:

• The skill highlight flag set in CRM (This puts TinaCMS, Stripe and Microsoft Bot Framework to the top)
• The list is then sorted by the number of people that have that skill (Placing Scrum as the highest non-highlighted skill)

This sorted was updated in this PR #641, resolving this issue #347

This PR #724 adds an alphabetical sort before the current sorting with highlight flags and counts.
