Do not allow adding static labels which are already part of query grouping

When a rule has static labels that conflict with labels from the query result, the rule fails with the error "vector contains metrics with the same labelset after applying alert labels". Do not allow creating such alerts.

How to reproduce:

Use/Create any alert with the group by, add a static label with the group by key and run test notification.
