Implement a time signal type

It would be useful to have a signal type that signifies time, could be milliseconds or nanoseconds.

Duration. Use case: HMI for the FIS should be able to set how long each automatic delivery station should wait in between deliveries, this value is in ms.

The IPC layer is not intended for HMI purposes, instead we can use dbus for such configuration.
