Process Annual NLCD and archive existing NLCD #143

Process the newly released annual NLCD through StreamCat and archive the current NLCD StreamCat data. Process:

land cover from 1987 through 2023
fractional impervious layers for same period

Potentially process:

land cover change for each year (1987 through 2023)
impervious descriptor for same period
land cover change index
spectral change day of year (1987 through 2023)
