Where do I find the code for auto commenting when uploading a change set

I want to know or try to figure out a way to get into JOSM. I know it's a different language, but it would be kind of cool to have auto comments and auto break apart (where you split your change set up into two different areas because you mapped a large area) for large regions of mapping.
