Remove cargo watch from "Auto-Reloading Development Server" in docs #3559

Currently, the documentation suggests the usage of cargo-watch for hot reloading the development server. However, cargo watch has been on life support for a while now and a few days ago, its repo has been archived.

Maybe bacon should be suggested instead?
