Documentation needs to change regarding the minimum version of Dyalog required

With version 0.116.0 Tatin requires at least version 18.2 (rather than 18.0).

This issue is a reminder for the person in charge to convert the Tatin documentation from its current form (simple HTML files generated from simple markdown files) into MKDocs. It's basically a Dyalog-internal thingy.
