How does Tasmota select which Wifi AP to connect

I am having the Trouble that my tasmota Device after unplugging always connects to an AP which is rarely in range, and accessing Web Panel is super slow. After about 1-2 Hours it actually hops on a an AP closer with good reception.

The interesting part is, that even if I unpack a new esp32, flash tasmota, add my wifi, and at the same position, the new Device also connects to the worse Signal first.

I have 5 AP from Grandstream, and 12 AP from Mikrotik, both Groups centrally managed with the same SSID/Vlans
