On pull request:

Create neon database branch (or re-use existing)
Run drizzle migrations
Deploy branch to netlify (or re-deploy existing)
Add details about netlify deploy preview to PR somehow

On pull request close:

Delete neon database branch
Remove netlify branch deploy?

On push to main:

Run drizzle migrations
Deploy to netlify

Look into using nx affected to only deploy the sites that need to be deployed.
