Some basic requirements

cereal compatibility cereal fork compatibility #34414
don't modify the definitions of any of our existing cereal fields

I'll probably find some more stuff that needs fixing once I run some fork segs through the pipeline.

Checks in the pipeline:

whitelist forks/branches?
ensure the platform is supported upstream
