[FEATURE] Support for Fleet IDE

This is proposal to research a possibility to port this amazing plugin for IntelliJ Fleet IDE.

I do not think Fleet is sharing same plugin engine with rest of IDEs.

Reason for this proposal is that there is no AI plugin except IntelliJ AI for Fleet.
GitHub Copilot plugins are made by GitHub, and they are not willing to create one for now (https://github.com/orgs/community/discussions/36038).
