Make a test for different locales

There was a bug where choosing a locale not using period as decimal separator would cause ert to fail when reading irap files.
Make at least one test using the all_data_types test data with LC_ALL set to nb_NO or another locale that uses comma as decimal separator.

This is blocked until xtgeo is updated to read irap without using current locale
