Snoopy Data Endpoint can become its own operator in a separate project

The operand for this endpoint is a gRPC server located at https://github.com/fennec-project/snoopy-operator/tree/master/endpoint. The near future plan is to create a data pipeline that process and serve insights from that operand. It will possibly include a Kafka and/or Spark server to analyze data. This is a refactoring story to transplant both api and controller code a freshly created operator project under the fennec-project. Could be called snoopy-data-operator.
