Manage Categories: Drop up and down arrows on the right, since they're kinda useless

@kosturm don't think it's useless since it influences the graphs and for me it makes sense if eg rent is the very bottom so that its part of the pie is always at the same place

Then maybe add general edit button for them, which make the arrows visible. So they're hidden by default.
Idk, it seems kinda clustered, when they're always showing @finnharbeke.
