Provide configuration to enable the "reportAllChanges" property in the web-vitals package

Description

the web-vitals package has a property called "reportAllChanges". providing users with the option to enable this feature would provide more data if desired.

Proposed solution

provide an option in the WebVitalsInstrumentation to enable reportAllChanges in the web-vitals package

@codecapitano this is slightly different - this doesn't seem to involve soft navigations, this just makes it so web vitals are reported at a greater frequency which was a request one of our users has made.
