Add the ability to "flag" applications

This is for applications where a reviewer has decided for one reason or another, the candidate cannot be rejected or accepted until further investigation is done. Reasons for flagging:

• The candidate may be ineligible for the event
• The candidate may have submitted multiple applications

The reason this is separate from 'skipping' is because it goes beyond something like a conflict-of-interest where a specific reviewer cannot review a candidate.

Would you be able to expand on what this means — for example, what the flag is for, and whether the flag is per-admin or visible to all admins?

I was wondering whether there would be a more specific word to describe this. "Quarantine" seems closer but perhaps not quite it.
