Changing the result of the SoftFloat-3a build from a static library to a shared library is a pre-requisite to addressing that issue.

Create shared library in addition to static library

New library named h390s3fh (dll, so, or dylib depending on platform.  Static library retained for compatibility with legacy builds.  Addresses issue #12.
