Code review integration

This is an issue meant to keep track of various sub issues that relate to integration with code review tools as a user interaction mechanism (#28)

• Section based content review Section level content review #38 might also be connected (although we might be able to deal with it simply by considering paragraphs as single lines, which should work for some time).

Here's an example in action (currently being tested for open integrity)

The link to the review goes here which allows line base commenting, very targeted @ mention for involving participants, and has a smart way to deal with the review cycle as edits progress (when lines where there are comments are modified then the comments are hidden).
