On android (version 13) with both, chrome and the duckduckgo browser app, the web app does not show the solver frame. One needs to change to desktop view to be able to access the panel with the "solve" button.

For what it's worth, works fine on Android 10 in both mobile Firefox and Chrome (the solver panel is hidden, but clicking on next: run program shows it).

Edit: that's also the default behaviour on non-mobile browsers.

I thought it should do the same (tested it on a FP 5 and FP 4), but when clicking on the next: run program button, it keeps focused on the input panel and it does not allow to move the viewpoint to the other panel (which appears as the input frame appears, but can't be accessed)

It's a bit hard to reach, because you can't use the input box to scroll down, but the panel is there, and scrolling in the header works.

Oh, you're right, it is very fiddly and not very intuitive, but yes, you can scroll down when pushing the header upwards.
