I noticed that there's no option for making some key act like another one, i want to remap Q,W,O,P to the arrow keys and i can't

This functionality is intentionally missing so that users can have the original QWOP experience.

Jokes aside: not in RetroArch, right. But usually cores that need keyboard input, also provide some kind of mapping, either through remaps or in core options. Do you experience problems with some specific core, where this is not possible?

in dosbox pure and svn there's only the options for remapping keys to joystick but not keys to keys

it's circuitous, but if you go into those cores' quick menu > controls menu and map QWOP to the retropad dpad, you can then go into settings > input > retropad binds and map the retropad dpad to your arrow keys on your keyboard.

Save per-game overrides and remaps to make it only apply to that game, or a core override+remap to make it apply to everything run through that.
