Is there an existing issue for this?

Description

So I was playing Castlevania: Symphony of the Knight on a RE TRETO stick and the saving feature was always stuck at 0%.

Expected behavior

I expected that it will actually save the state.

Steps to reproduce the bug

Might be Re treto specific.... I don't really know.

8.3.0 (Git 122be0c)

All issues with saving and anything that relies on proper directory access I had in the past were solved by choosing/changing directories that have all permissions granted.
If the save state is not being finished, it seems it's a permission issue.

Try changing the path in Retroarch through Settings/Directory/Save States and browse any other directory that you are sure won't have issues writing your state, say, your desktop if it's a PC, or your root directory if it's a handheld or something.

If saving the state works fine following the above instructions, then, it's not a retroarch issue, it only means that RA doesn't have access to the directory it's trying to save. Also, if states aren't being saved, it can also mean that normal in-game saves and other functions, such as screenshots and more won't work either.
