Bug description

Panel on the secondary screen does not come back when the screen is connected.

Steps to reproduce

  • Connect a laptop to a an external screen configure for "join displays"
  • Create a panel on the bottom of the external screen
  • put system in hibernate
  • wake from hibernate without the secondary screen
  • hibernate again
  • wake with second screen attached - the panel will not be visible.
  • In panel settings, the "next panel" button shows the props of the missing panel
  • Adjusting the org.cinnamon.panels-enabled in dconf makes the panel reappear - see the first comment

Expected behavior

Panel should appear when the screen is connected

The issue appeared in 6.4

If I use dconf to edit the org.cinnamon.panels-enabled and adjust the '2:1:bottom' panel to '2:1:top', the panel reappears at the top of the external display. Adjusting it back to '2:1:bottom' moves it to the bottom while keeping it visible.
