Add Ljubljana feed from official source

The LPP feed for Ljubljana, SI is availabe at https://data.lpp.si/api/gtfs/feed.zip. There is also an API at https://data.lpp.si/doc/, where (if you request an API key from them) allows you to get GTFS-RT.

We already use the LPP feed. For the GTFS-RT feed, I didn't find any information on were to get an API key. Do you know were to get one?

[email protected] is the place. If they do not want to give you an API key, I also have a Freedom of Information case against LPP where the Information Commissioner decided that they need to give API keys. Let me know if you need it.
