Publish diagnostic

When using audio capture, our audio device occasionally becomes unstable,
causing the publishing frequency of the topic to drop to about 1/100 of its normal rate, making it difficult to handle audio properly.

We don't know the root cause, and even verifying whether the audio is being published correctly is a challenge.
Therefore, we would like to have the audio capture node publish diagnostics to monitor the topic's publishing rate.
