Dependency management broken

This is really an upstream issue (in pip) but I have little confidence that they understand the problem, so we may need to do it ourselves. We should use the dependency solver algorithm from aptitude.

Good news: the Distutils2 people appear to be on top of this one. At least that's what their leader, Tarek Ziadé, told me. He said they have an issue at http://bugs.python.org but I'm unable to find it.
