Fishy should consider matrix users to be "registered"

Instead of only relying on the +r mode from nickserv, matrix users should automatically be considered to be logged in for commands that need registration, like voting on quotes.

However we must make sure to use the name provided in the ircname field to ensure matrix users can't change their nick to masquerade as other logged in users.
