optimization: add user context in searchQueryPrompt

For a query like what is my name we shouldn't have to run RAG.
currently we do.
User context we pass but don't add to the prompt to prevent it from over indexing on that info.
We need to add that context while also not making it assume that is the context that is very relevant to any people question.
