bug(chat): Prevent chat access to user before ingestion is completed

Currently, users can use chats even if ingestion has not been completed. This results in errors when they attempt to chat. Update the logic to restrict chat access unless ingestion is done or attachments are uploaded in chat.
and Ensure users are notified appropriately if they try to chat without completing these prerequisites
