Prepare the January release of WarpX:

# update dependencies
./Tools/Release/updateAMReX.py
./Tools/Release/updatePICSAR.py  # no changes, still 23.09
./Tools/Release/updatepyAMReX.py
# bump version number
./Tools/Release/newVersion.sh
