Reindexing
0.18.3 should not require reindexing when upgrading from 0.18.0, 0.18.1 and 0.18.2
Overview
This is an improvement of release v0.18.2 with consensus bug fix, which were imported from the Steem 0.19.5
Bug Fixes
A field with vesting shares in withdraw_vesting_operation was not properly checked. Now, it is checked on a pushing of transaction. And if an invalid operation was made irreversible then all negative effects are fixed on the vesting withdraw processing.
