What?
Adds a new build CSS file to the
@wordpress/base-stylespackage that includes the admin color scheme CSS custom properties.Why?
Today these styles are duplicated in several packages individually. And WordPress Core doesn't use the CSS custom properties at all. We want to change that.
This is the first step in adopting these custom properties across all of WordPress.
The next steps after this has been merged are:

By adding a new
src/admin-schemes.scssfile, which gets picked up by the build process and, therefore, built and published with the NPM package.
