Odoo has added at least l10n_kr to the core modules, and installing Enterprise breaks.

Are you using hatch-odoo ? In that case, set tool.hatch-odoo.external_dependencies_only = true to make it more robust. Since by definition all addons that enterprise depend on on are in odoo, there is no need to compute addons dependencies.
