One-click install for FPTaylor and FPBench (refactors will come in the future)
This PR replicates Herbie install code across FPTaylor and FPBench, using the same logic to download and setup executable binaries, then run an express server to host endpoints for both of these components. It also modifies the FPTaylor component to use the new endpoints.
