Motivation and Context

Description

• Updated the Disclaimers section to match RAI requirements.
• Created GitHub Action to build and deploy image to ACR for One Click Deploy
• Updated the docker file to fix "static" folder issue. Static folder is created on build and the original code attempts to copy the "static" folder prior to build.

Contribution Checklist

• I have built and tested the code locally and in a deployed app
• For frontend changes, I have pulled the latest code from main, built the frontend, and committed all static files.
